Rick Engstrom, ASA, SR/WA

Rick started in the appraisal industry in a management training position with Hemet Federal Savings. After graduating from California State University, San Bernardino, Rick held various management positions in the real estate appraisal departments.

Working for a combined twelve years with Home Savings of America and Great Western Bank, Rick gained a vast expertise in real estate valuations. As Appraisal Manager of the bank’s Major Loan Department, Rick was involved with appraisals of large general commercial, industrial, residential, acreage, and special use properties. In 1992, Rick moved into the Independent Fee Appraisal field, which he is  a founding partner and currently Vice President of ProWest Appraisal, Inc. Rick has achieved designations in the last ten years from two appraisal guilds that promote higher education in the valuation industry.

Barbara Engstrom, President and Certified General Appraiser

Barb has lived in Southern California since 1965. Barb started her career in the Appraisal Department of Security Pacific National Bank, and later moved on to Hemet Federal Savings & Loan where she eventually was the Assistant Branch Manager in the Hemet Main Office.

Seeing growth in her career, Barb became a district supervisor with San Diego Federal S&L, which eventually became Great American Savings Bank. Barb also worked with her husband in performing real estate appraisal services as Independent Fee Appraisers. When the licensing of appraisers came into effect in 1992, ProWest Appraisal was initially set up as a partnership, designated as a Minority and Woman Owned Business, of which Barb is a founding partner.  She is currently the President of ProWest Appraisal, Inc. and a Certified General Appraiser licensed by the Bureau of Real Estate Appraisers (BREA) in California.

Barb has worked with other designated appraisers on commercial and residential properties all over Southern California, for lending, expert witness assignments, estate and tax planning, and right of way, to name a few.

Cathy keeps the office well connected and organized. She is knowledgeable on various appraisal software programs and works closely with our firm and clients. She has the utmost professionalism that we all admire and respect. Cathy has various degrees and licenses, including a law degree and California brokers license.  Cathy loves to go out on assignments and use the appraisers wheel to calculate building and site size.

Randall H. Blaesi, ASA,  Los Angeles County Appraisal Manager

Randy is a Certified General Appraiser with appraisal licenses in California, Arizona and Oregon, achieving over thirty years experience in the real estate appraisal profession. Randy has a track record as a team leader, review appraiser, training and management with real estate appraisal firms and operations. His background includes real estate appraisals involving multi-million dollar projects in the Southwest United States. Randy also has experience with condemnation and eminent domain involving partial and full acquisitions, industrial, commercial, office, multi-family, vacant land, and specific use properties, to name a few.

Joe Villegas, MAI,  Inland Empire Appraisal Manager (Villegas Appraisal)

Joe has been in the appraisal profession for over 30 years, working independently and with large appraisal firms since 1981. He has held positions such as Vice President/ Chief Appraiser, Senior Appraiser and Assistant Vice President, overseeing the appraisals of retail shopping centers, office buildings, restaurants, motels and hotels, apartment complexes, mixed use commercial projects and mini storage facilities, to name a few.

Joe is a Certified General Appraiser in the State of California and holds the MAI designation with the Appraisal Institute. Joe has testified as an expert witness in the valuation of commercial and industrial real estate. Joe also has experience with condemnation and eminent domain involving partial and full acquisitions, industrial, commercial, office, multi-family, vacant land, and specific use properties.

 Credentials Include:

  • Member Appraisal Institute (MAI) designation with the Appraisal Institute (1991)
  • President of International Right of Way (IRWA) California Inland Empire Chapter 57 (2013-2014)

Jerrod D. Tucker –  Appraiser Trainee

Jerrod is a residential licensed trainee with the Bureau of Real Estate Appraisers. He has been working in the real estate appraisal industry since 2012.  Living in Southern California since he was born, Jerrod has worked in San Diego County since 2010. He has worked on a wide range of real properties including single family residences, multi-family properties, small residential 2-4 units, condominiums, vacant land-both commercial and residential zoned, fast service or fast food properties, restaurants, and commercial and industrial buildings. The purpose on the appraisals has been for estate and tax planning, divorce/dissolution matters, loan underwriting, expert witness and legal cases.

Jerrod’s passion for the appraisal field is combined with over 15 years in retail management. He knows the importance of meeting every client’s needs, bringing that strong work ethic and customer focus with him into the appraisal process. In his limited spare time, he cherishes spending time with his toddler-going-on-teenage daughter and his wife. He also loves running, cooking and can make a mean macchiato.
